Church of Uganda of Uganda, Planning Development and Rehabilitation Department (PDR) Women's Water Programme for the Development of Rural Water Supplies, Public Health and Hygiene in Uganda. 1998 ongoing

Aim and Location

In 1998, in response to a request from the PDR of the Church of Uganda, CED entered into a partnership agreement with them to tackle the causes of poverty amongst the poorest members of the community in the country, through a programme of water supply improvement in diverse rural areas. The schemes put forward by PDR were all generated from grass roots communities where the women and girls have to travel long distances to fetch usually poor quality water and health is poor.

Results

Responding to this need, water supplies have been constructed at the following locations, each having a hygiene education and sanitation component:

  • Kangole Borehole, wind pump piped water supply, Karamoja District.
  • Chitwe rainwater ferro-cement catchment tanks, Ntungamo District.
  • Rukombe gravity piped water supply, Ntungamo District.
  • Byanamira valley charco (valley tank/dam), Mbarara District.
  • Namugongo spring protection and capping, Mpigi District.
  • Nabirumba Borehole, Kamuli District.
  • Wabigalo valley charco, Nakasongola District (currently in progress).

A total of 6,000 people have been supplied with clean water, at reasonably close proximity to their homes; health and hygiene education seminars have been held in each location and the quality of life is showing signs of improvement.

Role of CED

CED currently employs a Ugandan Engineer on a part time basis as its representative in Uganda.

In collaboration with local officials and Diocesan Development Officers, CED (through its Engineer) undertakes a feasibility study in respect of each project put forward by PDR. Care is taken to ensure that each project has the wholehearted support of the community and that a water users committee is in being, that gender issues have been fully taken into account and that the proposed scheme will be sustainable. Where necessary, contract surveyors have been engaged to carry out topographical surveys. Detailed designs and cost estimates have then been prepared and funding sought for the projects. Implementation is through local communities with employed craftsmen and paid local foremen. CED’s Engineer and Diocesan personnel supply overall supervision. Transport of materials and certain tasks beyond the capacity of local resources are let out to contract.

CED acts as the fund holder, releasing funds for materials and wages on an imprest basis against expenditure forecasts and proforma invoices or approved tenders.

The cost of the project schemes so far implemented has been: €175,669 (£107,832).
